BUEA COUNCIL HOLDS A SPECIAL ENLARGED MEETING AND IT’S BUDGET ORIENTATION SESSION (BOD).

Wednesday 06th of August 2025, the Chambers of the Buea Council played host to an enlarged meeting with the Administration, some elites, stakeholders and the Buea Council aimed at putting in place a synergy to promote the effective cleaning and management of household wastes within the Buea Municipality. This meeting was taking place at a time when garbage disposal poses a serious problem in the City of Buea. Household wastes are now disposed indiscriminately in public spaces, along the streets and on road junctions of the municipality.   It is on this premise that a group of Buea Elites to wit:  Dr Joseph Dion Ngute, Dr Kate TOMETI KANYI FOTSO, Mr Julius Njungo etc decided to partner with the Council to solve this problem.

The occasion was graced with the presence of H.E Bernard OKALIA BILAI, Governor of the South West Region, the President of the South West Executive Council, the Senior Divisional Officer for Fako, the Divisional Officer of Buea, the personal representative of Dr Kate Tometi Kanyi Fotso CEO of TELCAR COCOA, the paramount chief of Buea HRH Robert ESUKA ENDELEY, other traditional and religious rulers not forgetting the councillors of the Buea Council and denizens.

In his welcome address, the lord Mayor David Mafani Namange Esq, highlighted a few reasons which led to the sharp rise in household wastes in the City of Buea, citing the high influx of IDPs, the failure of Hysacam to respect its Contractual engagement etc.  

On his part, Governor Bernard OKALIA BILAI, conveyed the personal message from H.E Chief Dr DION NGUTE Prime Minister and Head of Government. According to the PM, the hygiene and sanitation situation of Buea is very deplorable and is in dire need of cleaning. He then announced that the PM has donated 03 tricycles.

On behalf of the Regional Council, the President donated a tricycle and pledged to also handover 03 tricycles come 2026.

The Representative of TELCAR COCOA Mr Roland Besong announced that his boss was supporting the project with the sum of ten (10) million Francs CFA, while Mr Julius Njungo another Buea elite who works with the UN donated the sum of five (05) million francs CFA.

At the end of the enlarged meeting, the following resolution were taken and later adopted as Municipal Deliberations:

  • Fines related to the waste management within the Buea Municipality.
  • Anyone found littering wastes indiscriminately shall pay a fine of 25,000frs
  • Establishment: hotels, companies, restaurants which shall violate this order shall pay a fine of 250,000frs
  • While the fine for medical wastes stands at 250,000frs.
  • The ban prohibiting the practice of wake-keep with corpse within the Buea Municipality was uplifted making the practice optional for denizens.

The enlarged meeting was followed immediately by the statutory Budget Orientation Debate (BOD) session, which is backed by Section 374 (1) & (2) of the General Code for Regional and Local Authorities. During the BOD session, the Finance Officer and Project Adviser, were given the floor to do a presentation on the economic and financial situation as well as the elaboration of the Medium-Term Expenditure (MTE) situations of the Buea Council respectively.

The session rounded off with a motion of support to H.E President Paul Biya in view of the upcoming presidential elections billed for the 12th of October 2025.
