The office of the Secretary General is a ministerial appointment by the minister of Decentralisation and Local Development. The council is made up of forty one counsellors, who in turn elect the Mayor and his deputies amongst them. Presently there are 40 Counsellors due to death of one of the councillors. The head of council Mayor. To carry out his goals, the organizational chart enables him to function hand in glove with his subordinates. Under the Mayor is a battery of service heads. In between the service heads and the Mayor, there is the Secretary General. He is the pivot upon which the council evolves. Everything about the council turns around the Secretary General. He coordinates the services in the council which are :

• The Recovery Service
• The Taxation Service
• The General Affairs Service
• The Economic and Financial Service
• The Technical Service for Regional and Urban Development
• The Hygiene and Sanitation Service
• The Social and Cultural Service
• The Municipal Police Service

The above services are headed by Service heads. They are equally aided by assistant service heads. Under the assistant service heads are :

The bottom line staff

The Secretary General coordinates all the services mentioned above .Therefore it can be gleaned and concluded that the Secretary General is the Centre of action as he coordinates the affairs of the Buea Council.
